Subject: Pre-Solicitation Notice - Invitation for Bids (IFB) Firm Fixed Price Construction Contract for roof replacement of building 9464 at the intersection of Patriot Street and W. 2nd Street, located within the McGregor Base Camp, NM.
1. The purpose of this memorandum is to issue a pre-solicitation notice for an Invitation for Bids (IFB) firm fixed price construction contract to address the need to remove the existing gravel built-up roofing system and replace with new Thermoplastic Polyolefin (TPO) roofing system at building 9464. Construction services and finished products shall be delivered on schedule, safely, and compliant with regulatory codes and standards. The work to be performed under this contract will be performed at Building 9464 at the intersection of Patriot Street and W. 2nd Street, located within the McGregor Base Camp, NM Installation. The period of performance shall be one-hundred twenty (120) calendar days after issuance of Notice to Proceed (NTP).
2. This acquisition is set aside for HUBZone Small Business under NAICS 238160 (Size Standard $19 Million). The estimated procurement value ranges between $100,000 and $250,000.
3. All work shall adhere to and comply with the most current International Code Council (ICC), the Unified Facilities Criteria (UFC) https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc [military amended codes], NFPA 101 Life Safety Code, the Architectural Barriers Act (ABA) and all other Local, State and Federal Regulations, Codes, and Standards. All Unified Facilities Guide Specifications (UFGS) shall be used for this project (https://www.wbdg.org/guides-specifications). The Contractor shall provide all labor, supervision, transportation, vehicles, supplies, equipment, materials and services required to perform work under this contract.
