Notice of Intent to Sole Source – B34 Advanced Alloy Signature Center Design Changes and Drawing Services In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a contract on a sole source basis to DRS Architects, Inc. for Design Changes and Drawing Services related to the Albany, OR Building 34 Advanced Alloy Signature Center Facility project, Contract No. 89243324CFE000093. This is considered a sole source to DRS Architects, Inc as the contractor who completed the design drawings for the B34 Advanced Alloy Signature Center. DRS is familiar with the design aspects and the physical B34 facility given DRS spent several years performing the final design documents. Based on this historical information, this is considered a sole source to DRS Architects, Inc. as no other potential source exist that could satisfy NETL’s requirement.This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1:00 PM ET on October 30, 2025.
