Description
The intent of this Special Notice is for informational purposes only. The United States Department of Agriculture (USDA) Agricultural Research Services (ARS) Research, Education and Economics (REE), and Departmental Administration (DA), Office of Contracting and Procurement (OCP) Procurement Operations Division (POD) intends to award a commercial, sole source requirement for the scientific research computing environment.
The statutory authority permitting other than full and open competition is 41 U.S. Code § 3304 (a)(1) as implemented by FAR 6.302-1(a)(2) “Only one responsible source and no other supplies or services will satisfy agency requirements”. Justification for other than full and open competition (JOFOC) is attached in accordance with FAR 6.305.
This notice of intent is not a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored/acknowledged. All interested and responsible sources, meeting the agency-s requirement may submit to the points of contact below. Responses must include clear and convincing evidence of the offeror's capability of fulfilling the requirements as specified.
A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
Interested parties may identify their capability by responding to this requirement no later than 4:00PM ET 2/13/2025 by email to mindy.klask@usda.gov and bryana.jordan@usda.gov. All information submitted should support the offeror-s capability and shall be furnished at no cost of obligation to the government.
