- Amendment 01: Clarification: Acquisition and evaluation strategy for this effort has not yet been established. The Government seeks to engage in low stake discussions with firms for questions and/or feedback to the requirements document. Demonstration of capabilities is not required, nor will responses be used to establish firm?s capabilities at this time. The Government would like to organize the first round of discussions as soon as possible. Please advise on interest to participate by 11 November 2025 at 1600 via email to Veronica Velarde at magda.v.velarde.civ@us.navy.mil. The Government is seeking constructive feedback on the attached draft Statement of Work for a potential future opportunity related to IT services for NIWC PAC Code 532. Feedback can be questions, comments, areas of concern, or similar. This is a pre-solicitation effort to ensure the final SOW is clear, concise, and attracts highly qualified respondents. We recognize that government requirements can sometimes be complex or unclear, leading to unqualified proposals. Specific to this requirement, historically, 95% of the proposals received have been found technically marginal which leads the Government to believe that understanding of the requirement as written may be unclear. This feedback will help us develop a well-defined SOW that aligns with industry capabilities and ultimately benefits the warfighter and taxpayer.
