• Description:
• The Government of Senegal (“GoS”) has prepared PMUD, an urbanmobility plan for Dakar initially (other cities to be added). PMUD aims at improvingmobility for a dynamic and growing city while reducing emissions and pollution.PMUD contains various projects (biofuel production, cable car, transit realestate, traffic management) that are ready to be implemented as public privatepartnerships (PPP) as well as other in preparation, including several BRT buslines which would eventually be implemented as PPP projects. IFC will beassisting GoS in the implementation of the activities of PMUD under aprogrammatic approach (the “Project). IFC is soliciting expressionsof interest (EoI) from a communication firm to support with the implementationof the Project (the “Consultant”). The ideal candidate wouldhave extensive experience in mass communication strategy, including stakeholdermapping, crisis management and mass communication campaigns in support of public sector reforms programs orprivatizations in West Africa in particular. The Consultant will supportIFC for all communication related activities in the implementation of the Programalong its two components.Component A: PPP transactionsto implement in 2 phases:phase 1 would cover duediligence and structuring of the transaction. Phase 2 will cover prequalificationof investors and competitive tender up to closing of the transaction. The Consultant will work incollaboration with other IFC-hired consultants (technical, auditors andcommunication) and will be part of the IFC-stransaction team. Component B Projects that needadditional preparation before moving to implementation phase.The Consultant will support IFCin conducting required supportive analyses to complete the preparation workthat GoS will undertake with the goal of preparing the projects forimplementation. Once the projects are deemed ready, IFC will move toimplementation phase along the 2-step approach described above.
