- The County of Santa Cruz (County) invites sealed proposals for the Human Services Department (HSD), Workforce Development Board (WDB) to seek qualified organizations to serve as the program service provider of Department of Labor (DOL) Workforce Innovation and Opportunity Act (WIOA), Title I, in Santa Cruz County. The program will serve WIOA-eligible Adults, Dislocated Workers and Youth for the County. The base funding for this RFP is provided by DOL for WIOA services, however the County is seeking an organization that is able to provide additional program offerings and, if necessary, expand its services to accommodate the availability of other additional sources of revenue obtained by the WDB during the contract period.
