The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to United Rentals Power & HVAC Branch located at 1910 Stonehurst DrRialto, CA to rent a Heat Load Bank. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:
We are requesting a severable rental contract with a 12-month period of performance, allowing for termination for convenience. The dedicated chillers are currently experiencing operational instability due to insufficient building heat load, leading to frequent off-line events. The heat load bank is intended to provide the necessary heat load to ensure continuous chiller operation. Specifically, a water-cooled load bank is required to facilitate testing of large electrical systems, such as generators or UPS units, within the facility. Water-cooled load banks offer superior heat dissipation capabilities, particularly in confined environments, by utilizing water circulation to effectively remove generated heat.
