Synopsis: Notice of Intent to Award a Sole-Source Contract

Project Title: Global Mapper Network LicensesThe US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Business Operations Division-Charleston, SC office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Blue Marble, for ten Global Mapper Network Licenses and four Global Mapper Pro Network Licenses with maintenance and support. The North American Industry Classification Code (NAICS) for this acquisition is 541519, Other Computer Related Services, with a business size standard of $34 million.
Sole Source Justification
Blue Marble is the manufacturer of Global Mapper as well as the distributor and the only company to provide maintenance and support. Therefore, Blue Marble is the only vendor that we can obtain these products and services from as they have no distributors or resellers for purchases taking place within the United States. This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The Global Mapper product has been incorporated into our product development standard procedures for years. The ability to read data sources from within zip files, directly read binary raster format, automatically scale multiple elevation DEM-s to the same color ramp and can directly read both LAZ and LAS elevation formats. Compared to other software we have tried, file display is faster and easier, leading to more efficient QA/QC. The Lidar module and graphic calculator provide capability we do not see in other software. This includes the ability to do vertical transformations, including tidal data and horizontal time dependent transformations by incorporating NOAA data and algorithms.
