Naval Surface Warfare Center (NSWC), Crane Division intends to award the second Job Order (JO) under sole-source Basic Ordering Agreement (BOA) N0016425GJW74. The BOA will be issued to BAE Systems Information and Electronics, 450 Pulaski Road, Greenlawn, NY 11740-1609. Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory 10 U.S.C. 3204 (a)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that the Original Equipment Manufacturer (OEM), BAE, is the only one that possesses: the required skills, software documentation, test fixtures and stations, quality and performance acceptance test procedures experience, and technical data necessary to directly manufacture and perform the required engineering support and repair actions. Additional bases were unacceptable delays in fulfilling the agency requirements through any other source, and duplicative costs to the Government that are not expected to be recovered through competition. The overall ceiling for BOA N0016425GJW74 will remain unchanged.
The JO is in support of the MPRA PMA-290 Mission Crew Workstation (MCW) aboard the P-8A Poseidon. This JO is for the procurement of a base year quantity of seven (7) each of CS-MCW shipsets, with an option line item of quantity ten (10) each of CS-MCW shipsets. Each shipset consists of quantity two (2) of BAE part number (P/N) 8542071-2 CS-MCW Assemblies. The anticipated delivery terms for this acquisition will be FOB Origin. Inspection and Acceptance is anticipated to be at the Source. The delivery schedule is anticipated to be 24 months after contract award.
