ITEM DESCRIPTION - Naval Surface Warfare Center Crane Division (NSWC Crane) intends to issue a Job Order (JO) under the solicitated Basic Ordering Agreement (BOA) N0016425RWP20. This JO, JO 0002, is anticipated to procure engineering and technical services, labor, materials, equipment and resources for the installation, troubleshooting, repair development of enhanced capabilities, upgrades and technical refresh of the AN/SPY-1 radar system, MK99 fire control system, Transmitter groups, and ancillary equipment. The anticipated period of performance is one (1) base year plus four (4) option years. The maximum order value of BOA N0016425RWP20 will remain unchanged.
SOLE SOURCE PROCUREMENT - The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one (1) source, Raytheon Company, Marlborough, MA., in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. The requirement is being solicited on a sole source basis because Raytheon Company is the only source capable of providing the required services and supplies in support of these specialized systems. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government to not compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
