ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for factory repairs of High Energy Converter Assemblies (HEC) in support of the Multi-spectral Targeting Systems (MTS).
SOLE SOURCE PROCUREMENT- The proposed contract action is for the repair services for which the Government intends to solicit and negotiate with one source only, GE Aviation Systems, LLC, 1000 MacArthur Memorial HWY, Ronkonkoma, NY 11779 under the authority of FAR 6.302-1. This is being sole sourced because there is only one responsible source, and the source has established proprietary rights which it is not willing to sell to the Government. GE Aviation Systems, LLC, is the only source that can meet the Government-s requirements for ancillary items to meet form, fit and function on the High Energy Converter without unacceptable delays or the incurrence of substantial duplication of costs that will support the requirements. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
