The U.S. Army Corps of Engineers (USACE), Los Angeles District (SPL), intends to award a construction contract for the building of the Sentinel Air Education Training Command Formal Training Unit (AETC FYU) at Vandenberg Space Force Base, California. Within that contract, there would be the requirement of the prime construction contractor to sole source the new utility infrastructure for water and wastewater to the privatized utility System Owner, American Water Operations and Maintenance, LLC.
The construction and and installation effor will include the following:
New utility infrastructure construction by the privatized utility System Owner (SO) for construction services for all work pertaining to new exterior water and/or wastewater systems. The SO would be responsible for constructing and installing new exterior water and wastewater utility infrastructure from the new constructed facility point of demarcation to the SO's existing utility system and enter a connection charge agreement between the parties.
This sole source will be done under the authority of 41 U.S.C. 3204(b)(B), as implemented by FAR 6.302-1(a)(2)(iii)(B) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
This is not a request for competitive proposals. No solicitation package is available and telephone inquiries will not be honored. This is a notice of intent to include a sole source action; however, all interested personas that identify to the Contracting Officer their intent and capabilities to safisfy the Government's requirements received no later than June 20, 2025 at 1400/2:00PM Pacific Standard Time will be considered. A determination by the Government not to compete this proposed element of construction is based upon responses to this notice is solely within the discretion of the Government.
