INTENT TO SOLE SOURCE TO ORACLE FOR ENTERPRISE RESOURCE PLANNING SOFTWARE SUPPORT
The Oklahoma City Area Indian Health Center intends to award a non-competitive, sole source contract to proposed contractor Oracle America, Inc. authority cited FAR Part 5.406(a) - Only one source is capable of providing the support services, including Functional Help Desk, extension and integration management, regression testing, critical business process management, and periodic SaaS update support, for IHS-s Identified Supported Programs hosted in Oracle-s FEDRAMP-compliant and DISA IL4-authorized US Government Cloud. Services shall comply with federal regulations (FAR, HHSAR), IHS policies (IHM Parts 5 and 8), HIPAA, and Section 508 accessibility standards.
Oracle America, Inc. is the sole proprietary developer and only source licensed and authorized to provide the required services to ensure there is no interruption in services that will negatively affect direct patient care.
This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Provide response to: Forrest.Ward@ihs.gov and Edward.Yellowfish@ihs.gov. Last day to provide affirmation written response is August 16, 2025 at 4:00pm CDT.
A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government.
