This is a source sought announcement in accordance with FAR 15.201 and in anticipation of a future procurement program. The Naval Surface Warfare Center, Crane Division (NSWCCR) has a requirement for Liquid Air Palletized Systems (LAPS) (Drawing 62228 / PN 708999-1), Air Handling Units (AHUs) (Drawing 703099 / PN:703099-1), PIO Spares, Engineering Support and Repairs. Drawings will not be provided as the Government does not own the data rights. These systems provide cooling to critical senor systems to US Navy P-8A assets.
The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Meggitt Defense, 9801 Muirlands Boulevard, Irvine, CA 92618 (CAGE 62228). This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The program requires LAPS suppliers to go through an extensive qualification plan to include inspection, certification, first article testing, and operational testing. The basis for restricting competition is due to the duplicative cost and schedule delays that the Government does not expect to be recovered through competition.
