Notice of Intent to Sole Source AwardTHIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. Legacy Region 9 intends to award a firm fixed price sole source 9-month contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to:Woods Hole Group, Inc.4300 Forbes Blvd, Suite 110Lanham, MD 20706The North American Industry Classification System (NAICS) code for this requirement is 518210, Data Processing, Hosting, and Related Services. The object of this sole source award to Woods Hole Group is to have continued access to the satellite data from the ARGOS network that comes from transmitters attached to wild birds. Transmitters attached to wild birds collect GPS locations (stored on-board) until a regularly scheduled interval. On this interval, these locations are uploaded via the ARGOS satellite network to Woods Hole Group, Inc. where they are downloaded by USFWS staff. Woods Hole Group Inc. is the owner of the ARGOS Satellite Network that communicates with the transmitters. USFWS Migratory Bird Management Office will only be able to download and view the data from the ARGOS network provided by Woods Hole Group, Inc. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
