NOTICE OF INTENT TO SOLE SOURCE - Matching Market Execution Service Software

Synopsis:
MICC-West Point intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1)(i), “Only one source reasonably available” based on the company being the sole provider for the services and is therefore the only source capable of satisfying the Government requirements. The Government intends to solicit and negotiate with:

This requirement is for matching market execution service software to access Avela, Inc. digital platform for the Avela Matching Market Execution Service Software through the Office of Economic and Manpower Analysis, at West Point, NY. This a one-time requirement for CLIN 0001 and the period of performance is from 01 August 2025 through 31 July 2026. The NAICS Code is 513210, Software Publishers with a size standard of $47,000,000.

This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.Responses to this notice are due on or before 04/01/2025 by 12:00 pm Eastern Standard Time (EST) by email to Ms. Tara D-Amico at Tara.M.Damico.civ@army.mil.
