THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS

This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for competitive proposals.

The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on a sole source basis with SPT Labtech Limited, Building F, Melbourn Science Park, Cambridge Road, Melbourn SG8 6HB, United Kingdom.

The B Cell Analytic (BCA) group of the Vaccine Immunology Program (VIP) requires SPT Labtech reliance complete service contracts for three (3) SPT Labtech firefly and one (1) dragonfly liquid handling systems to support its development of an in-depth understanding of the immune responses triggered by experimental immunization during clinical evaluations. The BCA has established functional groups that support translational B cell immunobiology research, analyzing the B cell response to HIV vaccines. This includes high-throughput automated immunoglobulin and transcriptome analyses. Using cutting-edge technologies, the BCA team collaborates with external partners to provide B cell receptor sequencing for HIV vaccine clinical trials. These results enable investigators to perform a phenotypic and functional assessment of the B cell response to HIV vaccines. BCA utilizes SPT Labtech Firefly and Dragonfly systems. Since the current systems are not to be replaced, NIAID requires this procurement of SPT Labtech services with maintenance support of existing systems and components.
