The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source, firm-fixed price contract to Chico State Enterprise (California State University - CSU), 400 West Street, Chico, California 95929; (530) 898-6864; DUNS: 612177162; UEI: C4VMQLSU1LF4; CAGE: 1BJC5.To meet the Government-s mission, the Defense Prisoner of War (POW)/Missing in Action (MIA) Accounting Agency (DPAA) conducts global search, recovery, and laboratory operations to identify unaccounted-for Americans from past conflicts in order to support the Department of Defense-s personnel accounting efforts. The requirement is for isotope testing and analysis under the DPAA accreditation. It requires that laboratories are validated and comparable across platforms and across test types. Chico State Enterprise (California State University, Chico (CSU) and DPAA have previously established preparation and testing comparability to satisfy DPAA accreditation requirements, meeting form, fit, and function, for these procedures. DPAA requires California State University to continue the Isotope Analysis support services, which are currently provided under contract (HQ0034-20-C-0156) awarded on September 23, 2020 and due to expire on September 22, 2023.The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) 13.5 under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures. The NAICS code utilized for this procurement is 541380 - Biological (except medical, veterinary) testing laboratories or services; Small Business Size Standard $15M. This is a commercial item.
