- The Toledo Area Regional Transit Authority (TARTA) is seeking a qualified and experienced consultant to lead the TARTA Board of Trustees, Staff, customers, community members and key stakeholders through a process of developing a six year strategic plan for years 2026 through 2031. The selected consultant will ensure the strategic plan is comprehensive, forward-thinking, and aligned with industry best practices and regional opportunities. The plan will include measurable outcomes to guide and track performance, and incorporate other long-term operating, budgetary, and planning documents already adopted by the Authority. The purpose of the plan is to define and communicate TARTA-s vision over the next six years and present how TARTA will achieve this vision.The selected consultant will work directly with TARTA-s Chief Executive Officer and Chief of Staff as the primary contacts and project managers.
