Description:
The Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is issuing this Synopsis/Pre-Solicitation on behalf of NSWCPD Division 52, SCS LCS FFG CG Branch (Code 522).
It is the Government's intention to establish a Basic Ordering Agreement (BOA) on a sole source basis for the procurement of Original Equipment Manufacturer (OEM) equipment from L3Harris Technologies, Inc. utilizing Other than Full and Open Competition, IAW FAR 6.302-1, as only L3Harris can meet the Government's requirements. The NSWCPD anticipates awarding BOA Order requirement to provide L3 Technologies for non-commercial electronic navigation and guidance components for a range of U.S. Navy surface ships.
NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy.
This notice does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.
