  • Tenders are invited for Support in the Development of an Integrated Economic Study on Article 6. A. Project Background and Objective World Bank GroupThe World Bank Group provides a suite of financial products and technical advice and analysis to address development challenges, helping countries find solutions to achieve sustainable and inclusive development. The Finance, Competitiveness, and Innovation Global Practice of the World Bank (FCI) combines expertise in the financial sector with its experience in private sector development to foster private sector-led growth and help create markets in client countries. Through this work, FCI strengthens the World Bank Group-s evolving approach to development finance: to maximize finance for development and to leverage private sector investments for sustainable and inclusive growth. Project BackgroundClimate change represents a major global challenge that impedes sustainable development and growth. Egypt is no exception to this phenomenon. In June 2017, the Arab Republic of Egypt ratified the Paris Agreement, which included a set of climate-related objectives and goals in the medium and long-term. Approved at COP26 in Glasgow, Article 6 established international compliance carbon markets governed by the rules of the Paris Agreement, allowing countries to voluntarily cooperate to achieve emission reduction targets through trading carbon credits.[1] One of the major outcomes of COP27 in Sharm el Sheikh was further defining the rules under Article 6. These include, but are not limited to, (i) tables and outlines for reporting; (ii) guidelines for review and tracking; and (iii) procedures on UNFCCC international registry and reporting.[2] In light of the above-mentioned national and international developments, Egypt is planning and implementing multi-sectoral emission reduction projects that contribute to achieving targets of its updated Nationally Determined Contributions (NDC).[3] It should be noted that NDC implementation is to be overseen and organized by the Ministry of Environment (MoE) as the technical office of the National Council for Climate Change (NCCC). Accordingly, the MoE is in need of a decision-support framework for organizing authorization of credits for transfer in carbon markets now and in the future and how this would impact achievement of NDC targets and subsequent NDC updates with ambition raising. Considering that corresponding adjustments (CA) will be required upon authorization of any activity under Article 6.2 cooperative approaches and Article 6.4 mechanism, a framework is required to guide (i) selection of sectors/subsectors, mitigation actions, and the amount of emission reductions where such corresponding adjustment may be carried out; and (ii) identification of sectors/ subsectors and mitigation actions where compensation with an equivalent amount of emission reduction can be conducted. Such selection should put into consideration the development priorities of the country in addition to ensuring minimizing the negative impacts on the key macroeconomic indicators. ObjectiveThe objective of the assignment is to develop an economic study as the basis of a decisions support framework for organizing the carbon market in line with NDC implementation and subsequent update in Egypt. B. Scope of Assignment The scope of the assignment is provided below. The attached Terms of Reference provide more specificity of the assignment. 1. Decision-support framework for setting national strategy The firm will be required to develop a dynamic and updatable decision-support framework to inform the national strategy for organizing the voluntary carbon market in Egypt. It is expected that this framework will quantitively identify sectors and sub-sectors based on the country context to participate under Article 6.4, Article 6.2, and other international mitigation purposes (OIMPs). This framework should be informed by a thorough analysis of the country context (updated NDC; increased ambition; NCCS 2050; LEDS 2050, etc.) and quantitative scenario analysis. 2. Framework for management of the private sector The firm will be asked to develop a framework for the management of private sector requests to participate under Article 6.4. As such, this will include proposed incentives for private sector participation in CA projects. 3. User-friendly economic model and decision support tool The firm will be expected to develop a user-friendly economic model (excel format) and decision support tool upon which the recommendations were based. This includes training material, a handbook in both Arabic and English, and capacity building sessions to relevant staff at the MoE as well other governmental stakeholders on using and updating the decision-making tool and economic model and how to apply in the implementation of the NDCs.
