- Expression of Interest are invited for Support for Establishment and Operationalization of Independent Multisector Regulatory Authority Djibouti's Vision 2035 outlines an ambitious transition to 100% renewable energy sources by 2035. To achieve this, Djibouti has taken significant steps to restructure its electricity sector, introducing the Independent Producers Act and establishing a national regulator. Furthermore, Djibouti has invested in transitioning its power generation from thermal resources to renewable sources. Currently, up to 70% of Djibouti's electricity supply is imported from neighboring Ethiopia through the Djibouti-Ethiopia Power System Interconnection, with plans to strengthen this capacity via the World Bank-supported second Djibouti-Ethiopia Power System Interconnection Project. This Technical Assistance (TA), by supporting creation of a conducive environment for private investors, will help facilitate renewable energy deployment, and lower the cost of electricity production, benefiting consumers. The overarching objective of this technical assistance aligns with the World Bank's Maximizing Finance for Development (MFD) agenda. It aims to promote investment in Djibouti's abundant solar, wind, and geothermal resources, fostering future Independent Power Producers (IPPs). The World Bank is leveraging synergies between the International Development Association (IDA), and the International Finance Corporation (IFC) to advance energy sector reforms and provide coordinated technical and financial support to attract private capital for commercially viable renewable energy projects (solar, wind, and geothermal). The development of solar, wind, and geothermal projects in Djibouti will need strong regulations in place in the energy sector. The TA will enhance the viability of future off-take agreements for renewable energy projects as PPPs or IPPs through risk-sharing and credit enhancement instruments to cover possible risks that would remain after upstream support.
