- Support services related to the Surgical Skills Training Program Market research has been conducted and indicates that UAB is the only responsible source capable of providing the required services. UAB possesses unique qualifications – including its status as the only Level I trauma hospital within 25 miles of the Surgical Skills Training site, established infrastructure and training partnership, demonstrated performance history, and integration with existing Government training protocols – which make the contractor the only source reasonably available to meet the Government’s needs. No other commercial sources have been identified that offer the required trauma designation, proximity, infrastructure, andexperience necessary to meet the requirement without unacceptable delays, duplication of cost, or degradation of performance
