Updated 18-Nov-2025: This pre-solicitation is being cancelled. A new pre-solicitation will be published at least 15 days prior to a solicitation for subject requirement being issued in accordance with FAR 5.203 "Publicizing and response time" and FAR 36.213-2 "Presolicitation notices". The estimated solicitation date is unknown at this time.
The US Army Corps of Engineers (USACE) - Rock Island District intends to issue a two-phased solicitation for establishing a design-build construction Indefinite-Quantity Multiple-Award Task Order Contract (IDIQ MATOC) with a total shared capacity not to exceed $99M (million) to provide the design and construction of floodproofing for up to 371 individual structures as part of the Southwest Coastal Louisiana Nonstructural Storm Risk Management Project (SWCLA). Please note that the acquisition strategy has not changed since the related notice was issued.
This source selection will be carried out in accordance with FAR 36.301“Use of two-phase design-build selection procedures”, which can be found at www.acquisition.gov, and Engineering Regulation ER 1180-1-9 “Design-Build Contracting” which can be found at https://www.publications.usace.army.mil/USACE-Publications/Engineer-Regulations/udt_43546_param_orderby/Pub_x0020_Number/udt_43546_param_direction/descending/
