THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) at Patuxent River, MD has a requirement to award a modification to update the Non-Recurring Engineering (NRE) scope to include Laser 2 under the Engineering and Manufacturing Development (EMD) contract N0001920C0041 to support the AN/AAQ-45 Distributed Aperture Infrared Countermeasure (DAIRCM). This modification will include updating the Laser 2 NRE scope, Production Representative Models (PRMs), and prototype to perform system qualification and test.
The Government intends to solicit this effort on a sole source basis to DRS Systems, Inc. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a Technical Data Package (TDP) for the AN/AAQ-45. Drawings and data are proprietary to DRS Systems, Inc.
THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Sarah Willis at sarah.m.willis10.civ@us.navy.mil. Responses to this notice must be submitted by 14 February 2025. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement.
