Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) - Soliciting Competition; (b)Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization). The authority permitting the use of noncompetitive procedures is 41 U.S.C. 3304 (a)(1).

This is a Sole Source synopsis published for informational purposes only.
The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a solicitation to one of the three approved internet providers to upgrade the current (500MB/25MB) wifi internet service to expand it to two additional buildings to provide WiFi access to bldgs 1806, 1820, and 1830A. Upgrade to a 2GB fiber connection will be required to support the additional bandwidth. Wifi services will be required for 5 years (one base year and 4 option years).
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:
Edwards AFB has completed extensive review and have only three approved commercial internet service providers: AT&T, Lumen Technologies (aka CenturyLink), and Spectrum Internet (aka Charter). These vendors have been vetted and have an installed Service Delivery Point (SDP) presence on Edwards in building 2600.
