THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. Due to GAO protest, the Naval Air Systems Command (NAVAIR) Aircraft Division, Patuxent River intends to award a sole source bridge contract to Avian-Precise Company, LLC (APC), 22111 Three Notch Rd, Lexington Park, 20653 for an estimated six-month base period (with an option for one two-month option period and/or one six-month option period). This bridge contract will ensure the continuation of engineering and technical services to the Systems Engineering Department, in support of systems engineering sustainment. The period of performance for this effort will be 01 May 2025 through 31 October 2025. The applicable NAICS code for this acquisition is 541330 - Engineering Services. The statutory authority permitting other than full and open competition is 10 U.S.C. § 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Specifically, award to any other source would result in “unacceptable delays in fulfilling the agency-s requirements.” See 10 U.S.C. § 2304(d)(1)(B)(ii); FAR 6.302-1(a)(2)(iii)(B).
Interested sources may submit technical capabilities and any other information that demonstrates the current ability to meet these requirements. Interested parties may submit their interest in writing. This notice is for information purposes only and is not considered a Request for Proposal (RFP). A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government.
