Military Sealift command requires the services of Original Equipment Manufacturer (OEM) authorized field services representatives to inspect, repair, clean, and polish the port Controllable Pitch Propeller (CPP) blades onboard the USNS JOHN LEWIS and return the blades to the USNS HARVEY MILK . The Government intends on awarding a Firm-Fixed Price (FFP) Purchase Order to either Rolls Royce Marine North America, Inc. (RRMNA) or Kongsberg Maritime, Inc. (KMI) without providing for full and open competition for the services; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A properly approved Justification and Approval for Use of Other than Full and Open Competition is included as Attachment III.
