Technical Assistance and Administrative Support (TAAS) Indefinite Delivery, Indefinite Quantity (IDIQ) for Division of Water and Power (DWP) Synopsis:The Department of the Interior (DOI) Indian Affairs intends to issue a Request for Proposal (RFP) for a single-award IDIQ for technical assistance and administrative support services for DWP.The DWP is responsible for the management, operation, maintenance, rehabilitation, asset management, and Operations and Maintenance (O&M) billing and collection of BIA-owned irrigation and power projects; and under the Safety of Dams (SOD) program, for maintenance and rehabilitation of dams on Indian lands. The DWP is also responsible for providing policy, oversight, advisory, and technical support to BIA regions, agencies, and projects on water resources, irrigation, power, SOD, and Federal Energy Regulatory Commission (FERC) hydropower licensing and re-licensing.The scope of this effort is to provide technical, programmatic/financial, contractual and administrative support to BIA DWP for existing and future efforts. The services sought will be applied to the support of DWP core functions related to management, operations, maintenance and repair of irrigation, dam, and power infrastructure.The IDIQ will be for five-years with an estimated ceiling of $47.5M. THe IDIQ is anticipated to awarded no later than 11/01/2025 with a start date estimated to be 2/01/2026.This requirement is 100% set-aside for Indian-owned Small Business Economic Enterprises (ISBEEs). Prime offerors must meet the eligibility requirements as stated in the Buy Indian Act.The NAICS is 541690 Other Scientific and Technical Consulting Services with a small business size standard of $19M.The PSC is R499 Support- Professional: Other.RFP 140A1625R0032 will be issued shortly and the due date for proposals will be 7/28/2025.
