Description
In accordance with FAR 7.107-5(c)(1), the Defense Logistics Agency (DLA) Troop Support Philadelphia intends to consolidate requirements for an Indefinite Delivery-Indefinite Quantity (IDIQ), Multiple Award Contract to be known as the Technology & Information (Tech & Info) Tailored Logistics Support Program (TLSP). The agency has determined a consolidation of contract requirements is necessary and justified in accordance with FAR 7.107-2(a). The benefits of consolidating the contract requirements substantially exceed the benefits of any alternative less-consolidated approaches. In accordance with 15 U.S.C. 657q(c)(2)(a), the DLA Senior Procurement Executive (SPE) has made a determination and ensured the following:
Market Research has been conducted;
Any alternative contracting approaches that would involve a lesser degree of consolidation have been identified;
The determination is coordinated with the DLA Small Business Office;
Any negative impact by the acquisition strategy on contracting with small business concerns has been identified; and
Steps are taken to include small business concerns in the acquisition strategy.
Products supported by the Tech & Info TLSP will fall under Federal Supply Group (FSG) 36- Special Industry Machinery to include Additive Manufacturing; FSG 58 - Communication, Detection, and Coherent Radiation Equipment; FSG 67-Photographic Equipment; and FSG 70 - Automatic Data Processing Equipment, Software, Supplies, and Support Equipment. It has been verified that DLA has been assigned management of all products to be placed on the proposed contracts in accordance with DFARS PGI 208.70 Coordinated Acquisition. The Tech & Info TLSP will not be used to support commercial off-the shelf items provided by the General Services Administration (GSA) in the covered product categories.
