- Description : HCD provides funding for the acquisition, conversion, rehabilitation, construction, and/or operations of a variety of affordable housing types to house people experiencing homelessness or who are at risk of homelessness, and people who have housing instability, or face excessive housing costs and a short supply of affordable housing. HCD also provides funding for programs to support residents, such as owner-occupied rehabilitation programs and first-time homebuyer programs.
