  • Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division - Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106(b)(1), with Seica Inc. in Haverhill, MA a purchase order for the creation of a specific bill of materials and schematics to, in turn, produce a test procedure for circuit card assembly for NEXRAD program-s WSR-88D weather radar IF Digital Receiver (IFDR) for the Engineering Branch in Norman, OK.

The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. Not only would developing a full BOM and schematic diagrams not be cost effective, but it would also take time to develop and provide to Seica. Seeing as the IFDR is no longer supported by the manufacturer, it is imperative that time is not spent waiting for an additional party to develop information that can be delivered to Seica in order to develop a test procedure. Seica, however, knows exactly what information is n...
