The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Textron Systems Corporation (Textron), CAGE: 97384, for the issuance of a Basic Ordering Agreement (BOA). The BOA will be for the procurement of the calibration, testing, and repair of Boresight Support Equipment (SE) in support of NAWCAD Lakehurst. The Boresight SE includes AH-1Z Special Purpose Boresight Adapter Set, Advanced Boresight Equipment (ABE) Model 310, Cockpit Tracking Module (CTM) Adapter Set, and H-1 Cockpit Mapping Boresight Adapter Set.
Textron is the sole manufacturer of the ABE Model 310, and the sole developer of the calibration processes for the ABE Model 310, AH-1Z Special Purpose Boresight Adapter Set, CTM Adapter Set, and H-1 Cockpit Mapping Boresight Adapter Set. Textron holds the proprietary rights to technical data to provide the required calibration, alignment and repair of the Boresight SE. These units are required to complete validation of the AH-1Z aircraft before they can be delivered to the Government.
The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
