This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. FA8524-25-Q-0010 is issued as a request for quotations (RFQ). This acquisition is not a small business set-aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. This requirement is for the procurement of the Electromechanical Linear Actuators (NSN: 1680-00-412-4397, P/N: 65A124) applicable to the TH-1H helicopter. The Electromechanical Linear Actuator is not a unique military item, although product must adhere to required military standards; this product is a commercial item. This acquisition will result in a Firm-Fixed Price (FFP) one (1) time buy contract with Globe Motors, INC., with a projected period of performance (PoP) from 1 October 2025 through 30 September 2026.

Globe Motor, INC. is the Original Equipment Manufacturer (OEM) which owns all necessary manufacturing data, which is proprietary. Because the total estimated value of this procurement is commercial and less than the designated threshold found in FAR part 13, Simplified Acquisition Procedures (FAR part 13) are being utilized. A sole source one (1) time buy contract will also be compliant with FAR part 16 (Types of Contracts) procedures. This buy will allow the United States Air Force (USAF) Special Operations Program to meet its mission. The Government does not own any data or data rights.
