This Request For Proposals (Rfq) For Progressive Design-Build Services For The Design And Construction Of The Mason Farm Primary Effluent Upsizing (Project) Is Issued By Orange Water And Sewer Authority (Owner) To Invite The Submittal Of Proposals According To The Requirements Set Forth In This Rfq. This Project Is Expected To Evaluate The Addition Of A New Primary Effluent Line And/Or Modifications To The Existing Lines With Construction To Immediately Follow. Maintaining Plant Operations Will Be Essential To This Project. Furthermore, An Understanding Of The Future Use Of The Site In The Areas Where The Primary Effluent Lines And Trickling Filters Are Respective To The 2023 Wwtp Master Plan Will Be Essential For Creating A Long-Term Solution. The Project Will Include The Planning, Design, And Construction Necessary To Place The Project In Full Operation According To Requirements Contained Herein. The Project Is To Be Delivered In Two Phases, Using The Progressive Design-Build Delivery Method, As Follows: . Phase 1 Services (Preconstruction Phase): Prepare Design To 60-Percent Complete, As Described In Draft Progressive Design-Build Agreement (Agreement) (Scope Of Design-Builder Services), And Prepare A Phase 2 Services Proposal Including A Guaranteed Maximum Price (Gmp) For Consideration By The Owner; And . Phase 2 Services (Final Design And Construction Phase): Complete Design, Construction, And Post-Construction Tasks, Including Required Testing, And Any Applicable Operator Training And Support.
