The City of Pasadena is seeking to modernize its Transportation Demand Management (TDM) Program and update related municipal ordinances to better align with citywide sustainability, mobility, and livability goals. As part of this effort, the City is issuing this Request for Information (RFI) to gather input from qualified firms and organizations with expertise in TDM policy, program design, implementation, and administration.This RFI is issued for planning purposes only and is intended to inform the scope and structure of a potential future Request for Proposals (RFP). Specifically, the City seeks information that will help shape a comprehensive, forward-thinking approach to TDM, including:Identification of current best practices and innovative methodologies in TDM program development and execution.Insights into effective program components, regulatory strategies, and long-term financial models.Understanding of administrative, staffing, and technological resources typically required to support TDM operations.Evaluation of program metrics and performance monitoring frameworks.Guidance on community and stakeholder engagement strategies.Further exploring the role of the Transportation Management Association (TMA) or a transportation Management Organization (TMO).Through this RFI, the City also aims to assess the scale, cost, and feasibility of modernizing its TDM program, and to better understand the level of effort required from potential consultants or partners. While this RFI is not a solicitation for formal proposals, responses should provide sufficient detail to inform the City-s strategic planning and help guide the development of a comprehensive and implementable RFP.
