This notice is a combined Sources Sought and Notice of Intent. Failure to identify additional capable sources may result in a direct award.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority Section by DAFFARS 5313.106-1, Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.The government is seeking a Counter-Intelligence Technical Surveillance Countermeasure Course (TSCM Cyber Applications Couse) specific to Special Operation Forces (see attached Statement of Objectives for minimum requirements)
DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE: It is our belief that to date, Skinny Research and Development provides the only complete solution for the desired SOF specific courses.
Parties that believe they are able to fulfill this requirement are encouraged to e-mail ramon.jimenez.7@us.af.mil, not later than May 1, 2025 by 10:00 AM EST.
Sources shall include in their information a detailed capabilities statement stating their experience in providing the related work described in this notice, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, ServiceDisabled Veteran-Owned Business), business size based on NAICS 611519, and a positive statement of interest to submit a proposal.Capabilities presented that do not specifically identify relevant capabilities will not be considered.
