This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Combined Synopsis/Solicitation number PANRSA 012444 is being issued as a request for quote. The U.S. Army Contracting Command intends to issue a sole-source, Cost-Plus-Fixed-Fee (CPFF) Purchase Order to Concepts, NREC, 217 Billings Farm Road, White River Junction, VT. 05001, Cage Code 0C770. Authority cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(C) (1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency for future procurements.
Early submission of a qualified proposal is both desirable and acceptable.
The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.
This requirement is to purchase an enhanced version of the VAROC 250, known as a V250+, Dynamometer for FEDS to be fielded at all engine test facilities.
Please see the attached Statement of Work (SOW) titled “FEDS V250+ Dyno Overhaul”, dated 10 June 2025.
The anticipated Delivery Date 12 months from date of award. The following Contract Line Item Numbers (CLINs) will be included in the subsequent award:
- CLIN 0001 - This CLIN will be issued for the delivery of scheduled supplies.
