- Award of the subject RFQ was made on 9/30/2025. However, Amemdment 0004 is being issued to re-open the solicitation to only those vendors that have initially submitted a timely response, as the result of a post-award protest that was filed alleging that the requirement for offerors to be authorized by Network Harbor, LLC was not clear enough. As a result, a Stop-Work Order has been issued and we are amending the solicitation, allowing all competing vendors the opportunity to provide the required information and be re-evaluated. Please see attached Amendment 04 to the subject RFQ, as well as a track-changed single-page document showing the revisions to page 54 of the amended RFQ. This amendment details the requirement for all vendors to be authorized by the OEM, Network Harbor, LLC, in order to be considered technically conforming. IF YOU HAVE ALREADY SUBMITTED A TIMELY RESPONSE to the initial solicitation, and are interested in being considered, please respond by providing your authorization letter or other proof from Network Harbor, LLC, authorizing you to work on and integrate with the Lighthouse Physical Security Information Management platform. Only an authorization letter or other proof will be reviewed by the Government as part of this amendment, so please do not re-submit your initial proposal nor an amendment to it.
