- PURPOSE. This Request for Proposal (RFP) is to establish a Contract for solid waste disposal, organic waste, and recycling service for the Minnesota Department of Corrections. This contract will serve the Minnesota Correctional Faculties (MCF) Oak Park Heights located at 5329 Osgood Ave. N., Oak Park Heights, MN 55082.QUESTIONS/CLARIFICATIONS.Any questions and/or clarifications in regard to the solicitation response shall be made in writing to John H. Roth, Contract Manager, via email at john.h.roth@state.mn.us by December 15, 2025, no later than 3:00 PM CT. If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the RFP, they must immediately notify the Contract Manager in writing of such error and request modification or clarification of the document. Responders are not to contact anyone within any other State Agency regarding this solicitation. The State is not obligated to answer questions submitted after the questions/clarifications due date and time.SITE VISIT. Responders are encouraged, but not required, to visit MCF Moose Lake prior to submitting a response.
