The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) has a requirement to construct a new Water Treatment Plant (WTP) Annex facility at Naval Support Facility Deveselu, Romania. The facility will consolidate the administration office functions and ultra-filtration equipment, which are currently housed in separate containerized units, into a single building. Additionally, the project will include the installation of a containerized hazardous material storage facility near the new WTP Annex and the existing Water Supply Building (WSB).
A sources sought notice (N3319125RF021) for this procurement was posted on 24 February 2025 to sam.gov, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition.
The Government plans to utilize two-phase design-build selection procedures in accordance with FAR Subpart 36.3. Accordingly, proposals will be evaluated in Phase One to determine which offerors will be selected to submit proposals for Phase Two. The Government intends to evaluate proposals and to award a single firm-fixed-price to the offeror whose proposal provides the best value to the Government, considering both technical and price factors.
