The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure on an other than full and open competitive basis the following items: Windscreen De-Icing Research/Development (Qty 1 Lot). This requirement is sole sourced to Acree Technologies Inc., 1037 Shary Cir. Ste. E, Concord, CA 94518-4700 as the only company with the required, extensive R&D experience/expertise within the field of Indium Tin Oxide (ITO) coatings and Aluminum-doped Zinc Oxide (AZO) coatings that meet the electrical resistance and transmission requirements for heater film used for specific de-icing. Additionally, Acree-s vacuum coating chamber is equipped with magnetron sputtering that is large enough to uniformly coat the necessary, flat coupons. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to yvonne.c.stockwell.civ@us.navy.mil no later than 5 days after the date of publication of this notice, which shall be considered by the agency. The response shall reference solicitation number N6893625Q5105 and provide a capability statement that clearly indicates the firm-s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
