Subject: Pre-Solicitation Notice - Invitation for Bids (IFB) Firm Fixed Price ConstructionContract for Install Sewer Line to Building 90140, White Sands, NM, 88002.
1. The purpose of this memorandum is to issue a pre-solicitation notice for an Invitation forBids (IFB) firm fixed price construction contract to address the need of extending sewerservice to Building 90140. This project consists of installing a new 6-inch diameter PVCsewer service line and a new 48-inch diameter concrete service manhole. The work islocated on the northwest side of Building 90140 on White Sands Missile Range (WSMR),New Mexico, in Otero County. The project site is approximately 20 miles east of the MainCantonment. All work shall be completed within the awarded contract period ofperformance, no later than 60 calendar days after the Construction Notice to Proceed(NTP) is issued by the Contracting O?icer (KO)
2. This acquisition is 100% set aside for Small Business under NAICS 237110 (SizeStandard $45 Million). The estimated procurement value ranges between $100,000 and$250,000.
3. All work shall comply with State, Local, and Federal laws and regulations, industry andconstruction codes and standards, manufacturer-s specifications and recommendations,and all contract special provisions, terms, and conditions. The Contractor shall beresponsible for obtaining all required licenses and permits to perform construction work ona Federal installation and for being properly bonded and insured in accordance withFederal Acquisition Regulation (FAR) requirements. The intent of this contract is to providefor the construction and completion of the work described. The precise details ofperforming the work are not stipulated except where considered essential for successfulcompletion. The Contractor shall furnish all labor, materials, equipment, tools,transportation, and supplies necessary to complete the work according to the contract.
