The Bureau of Reclamation intends to negotiate a sole source contract with Waste Management of Washington, Kennewick, WA for removal of non-hazardous large materials and waste/debris services at a fish screening facility for a major power and irrigation canal. The location of services is at Chandler Screen Site, which is part of the Yakima Project, managed by the U.S. Bureau of Reclamation Yakima Field Office (YFO). The Chandler Screen site is located approximately one mile downstream of Prosser Dam which is in the town of Prosser, Washington. The siting for the dumpster is located on the north side (left bank looking downstream) of the Chandler Power Canal. This is monthly debris disposal over a five (5) year period at the Chandler Fish Screen Site, Prosser, WA. Reclamation intends to award one firm firm-fixed-price contract on or before September 30, 2025.The initial period of performance (base year) shall be October 1, 2025 through September 30, 2026, with four (4) 1-year option years to renew:Base Year: October 1, 2025 to September 30, 2026. Option Year One: October 1, 2026 to September 30, 2027. Option Year Two: October 1, 2027 to September 30, 2028. Option Year Three: October 1, 2028 to September 30, 2029. Option Year Four: October 1, 2029 to September 30, 2030. This service will be purchased in accordance with FAR Part 12 and FAR Part 13, simplified acquisition procedures apply. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Paula Gross at pgross@usbr.gov within 3 days of this notice.
